Gardners Director of Public Health Jennifer Susen-Roy said those products are marketed by tobacco companies to children, and even though it is already illegal to sell tobacco to anyone under 18, she described the new restrictions as one more way to prevent children from having access to a harmful substance. Susen-Roy said the city did not have an adult-only tobacco establishment before the regulation and that Gardner Smoke Shop is the first such store
